The Environmental Protection Authority (EPA) has released the Environmental Review Document (ERD) for the Gascoyne Gateway Marine Complex (GGMC), opening a 12-week public comment period for the proposed multi-use marine facility, to be located 10 kilometres south of Exmouth, Western Australia.
Submissions can be made to the EPA from 24thAugust until 16th November 2026, via the EPA Consultation Hub.
Proposed by Gascoyne Gateway Limited, the GGMC is an Australian owned, privately funded, multi-user marine facility south of Exmouth. Key components of the marine complex include a deep-water wharf, renewables energy hub, desalination plant, fuel storage facility, and related onshore infrastructure.
The proposed marine complex will benefit Exmouth through sustainable economic development, national security and resilience, and regional strategic infrastructure to support emerging industries.

The ERD is the central document in a Public Environmental Review, the highest level of assessment the EPA applies under the Environmental Protection Act 1986. It presents the survey work, modelling and proposed management measures for each environmental factor set out in the Environmental Scoping Document the EPA approved in 2022.
The document draws on six years of environmental survey work, technical modelling and consultation with the Exmouth community, traditional owners, industry and government agencies.
Environmental factors identified for assessment include benthic communities and habitats, marine fauna, marine environment quality, coastal processes, flora and vegetation, terrestrial and subterranean fauna, inland waters and social surroundings.
The EPA will consider all submissions during this public comment period before making a recommendation to the Minister for Environment. No construction can commence unless the relevant environmental approvals are granted.
